What Happened
A House Was Rented Out as a Hostel. It Fell.
As reported, 7 September 2026. Updated as the official count is confirmed.
The building in Satya Niketan, near DU South Campus, was about fifty years old. Someone turned it into a 75-bed PG. Students moved in last month.
- Neighbours say it was already leaning. Repair work carried on anyway.
- Rent was ₹16,000 a month for a shared room, ₹32,000 for a single.
- No sign that permission was taken to use it as a hostel, or that anyone checked if it was safe.
- On Sunday 6 September, around 1:30 pm, it came down. Over 50 rescue teams worked through the night.
- Police have filed an FIR against the owner, Hariram, and others — culpable homicide, negligence, endangering lives. The case is under investigation. These are charges, not verdicts.

What We Demand
Six Things. In Writing. With Dates.
Sarkari Hostels, Not PGs
Government and university hostels built at the scale students actually need — with a budget and a deadline.
A Rent Law That Covers Students
Bring Delhi's rent law into force for student housing, with a rent court a student can use without a lawyer.
End the Deposit Monopoly
Deposit capped at two months' rent. Returned within a fixed time. Interest for every day it is late.
Justified Rent
A written agreement and a receipt for every tenant. Published rent rates. No mid-session hikes.
Licence Every PG
No licence, no tenants. Safety certificate, fire clearance and room limits — on a public register parents can check.
Justice for Satya Niketan
A public inquiry report by a fixed date, compensation paid without delay, and a safety audit of every student PG in Delhi.
Why This Keeps Happening
One Hostel Seat for Every Hundred Students
Every student left out of that number is handed to a landlord who knows they have no other choice. That gap is the business.
- Delhi's rent law only protects rents under ₹3,500 a month. A new one was passed in 1995 and never brought into force.
- The national Model Tenancy Act caps deposits at two months. Delhi has not adopted it.
- Other states make PGs get a licence, a fire clearance and police verification first. Delhi does not.

Questions
Frequently Asked Questions
Are you calling every PG owner a criminal?
No. 'PG mafia' means a system — homes turned into hostels without permission, rent nobody controls, deposits nobody returns, buildings nobody checks. Honest landlords lose in this system too. Our demands are about the rules.
Isn't there already a rent law in Delhi?
Only for rents under ₹3,500 a month. A new law was passed in 1995 and never brought into force, and Delhi has not adopted the Model Tenancy Act. For a student paying ₹16,000, there is basically no rent law.
Why do you name the building's owner?
Because the FIR is public record, reported by every national newspaper. We say it once, as what it is: charges filed. The case is still being investigated and nothing has been proved.
I was affected. How do I get help?
Use the support form on this page. Volunteers read it the same day. If it is urgent, also call the Lucky Cockroach helpline. We do not collect money here.
Does signing cost anything?
No. Free, no account. Your name, city and phone is all we need, and your number is never published.
A peaceful citizens' petition for safe, regulated and affordable student housing. We campaign about rules, not against any individual. The Satya Niketan case is under investigation; the FIR and name on this page are public record and are charges, not verdicts. Lucky Cockroach is not a political party.
Who Is Asking
I did not know these boys. But I know the room they died in — most of us have lived in one. No licence, no agreement, no way out. That is why this petition asks for rules, not revenge. Put your name next to mine.
